These aren't exactly like Buns & Thighs, but I've been doing Karen Voight's Total Body Toning (with pilates circle) regularly. I stop when she's done with the legs (which is 45 or more minutes?). And Cathe's To the Mat from the ICE series. I much prefer the live version. She does have squats and lunges in the warmup, but you can do your own warmup. The rest is with a ball and there is a section with bands, and then leg lifts (you get to lie down).

Yes! Even if you skipped the cardio segments you'd have a killer lower body workout.

I couldn't resist hunting this one down, and as luck would have it the local Barnes and Noble had a copy just waiting for me to find it!

(And yes, I'm recovering from surgery and won't be medically cleared to do anything but plain old walking at my own irritatingly slow pace for another two weeks or so, but yes, I bought this dvd while I could find it IRL. I've wanted it for a while, but never could find it.)

4) Again with loop around my ankles, the "skier" moving my foot back and forth at a 45 degree angle. This is a stabilization exercise, so I don't hold anything. However, it's fine to touch the floor with each movement.

Re bands, there are a couple of figure 8 band videos too.
Your exercises remind me a lot of the standing exercises in the original High and Tight from Brazil Butt Lift. Even if you skip the standing exercises and just did the floor work I think it would work.
