Everything I found in a quick Google search said 18 is the limit for buying wine, but children are often served it, and the focus is on enjoying it, not getting drunk. I went there (20 years ago?) and remember seeing teens with a glass of wine at meals. A friend of mine was an exchange student (we were about 14 or 15 at the time) and she was shocked that she was given wine at meals.

Well, the gouter doesn't usually involve wine! But yes, I've seen kids drink wine.

My daughter is studying in Spain and yes it's common to see families enjoying a bottle of wine including younger teens. She said that it is definitely not "cool" to get drunk - you look very American. I was worried about her going overseas and being able to drink but she actually has developed a very different attitude about drinking than some of my friends' kids who attend school in the states. Just a different attitude overseas.

Yes, continental (Western) Europe (at least, in my experience) has a much healthier attitude towards drinking. I've lived in Scotland and France, and France was so refreshing after living in Scotland! So many sad drunks all over the place, vomit on the streets on Sunday mornings. The French have such a wonderful perspective on food and drink. It would never occur to them to eat chocolate chips out of the bag while typing on a message board... like I'm doing right now. (!)
